Senator Scott Wiener  proposed legislation to combat the growing methamphetamine epidemic in San Francisco, hoping to provide funding to programs that use financial incentives to encourage drug users to stop using drugs. While the legislation is sure to provoke controversy, Wiener argues that the small cash prizes and vouchers in the program could help people recover from their addictions.
