Consumers are reporting confusion over plastic bags distributed in California stores despite a three-year old law prohibiting them in the state. The number of plastic bags have decreased by as much as 80%, but some are still allowed under an exception for plastic bags that can be used 125 times without falling apart. These thicker bags are often confused for the banned variety, and are frequently thrown out after a single use.
