Maya Angelou Statue Stalled by City\'s Dysfunction

The Chronicle’s Heather Knight blames City Hall’s “custom of spending as long as possible to get almost nothing done” for stalling the effort to install a statue honoring Maya Angelou, angering the artists who submitted designs and belying the City’s decision to push for more women to be represented in art installations throughout San Francisco.
