Willie Brown’s Tough Love

Former Mayor Willie Brown observes that San Francisco really wants to do something about the homeless, mentally ill and drug-impared people on the streets, but opines that the current delivery system isn’t working. He proposes several locations where former centers and jails could be converted to shelters, and also suggests that if a person refuses to partake, then the City should be able to refuse to allow sleeping on the street.
