On his first day in office, Governor Gavin Newsom has promised to throw the state’s financial power into an effort to lower prescription drug costs, expand Obamacare so middle-class families can receive subsidies to buy insurance, and offer Medi-Cal coverage to undocumented immigrants up to age 26.

Newsom’s expansion of the Affordable Care Act on the State level would set precedent, and his full plan will be unveiled on Thursday, when he presents his 2019 State budget. Politically, it is a sign that Newsom will pursue large-scale ideas that treat California, the world’s fifth-largest economy, as a nation-state when Washington is too gridlocked to pass legislation.
