San Francisco’s “cruelest landlord” Anne Kihagi’s appeal to avoid a whopping $2.73 million in fines for 1,612 separate violations she racked up on nearly a dozen rental properties in San Francisco, was rejected by the 1st District Court of Appeals yesterday.

The City won the initial ruling against Kihagi in 2017 after it was discovered that she had been forcing out rent control tenants - many elderly and disabled - in order to move in new tenants paying much higher rents.
