Heather Knight reports on Mayor Lee's efforts to improve response times at San Francisco's 911 call center. So far, little to no progress has been made. Dispatchers are answering calls within 10 seconds only 75 percent of the time, while the industry standard remains at 90 percent. With staff morale low and high turnover of employees, the center is struggling to even maintain the 75 percent rate.
